Step 1: Understand the Licensing Framework 

Victoria’s real estate industry is governed by Consumer Affairs Victoria and the Business Licensing Authority (BLA)

There are two major steps in becoming a qualified real estate professional: 

  1. Become an Agent’s Representative — This is the mandatory first step that allows you to work in real estate under the supervision of a licensed estate agent. 
  1. Become a Licensed Estate Agent — This step comes later and gives you the legal authority to operate independently, manage trust accounts, or open your own agency.

Step 2: Meet the Eligibility Requirements 

To work as an Agent’s Representative in Victoria, you must: 

  • Be at least 18 years of age 
  • Be an Australian citizen or permanent resident, or hold a valid visa with work rights 
  • Pass a criminal history check and be considered a “fit and proper person” under the law 
  • Successfully complete the required training through a Registered Training Organisation (RTO) like Validum Institute
